One key takeaway: This could set precedents regarding what kind (if whatever of "federal" authority there may never be is ever really tested under court and Congress control!) of control does the executive branch own once a system for enforcing rules is dismantled or eliminated to the degree congressional action or legislation ever has to affect more areas of federal government.
